Will the abolition of the military service exemption system pass?

I heard the ruling and opposition parties reached an agreement, so I wondered if it was actually happening, but looking at the details of the bill, the arts sector isn't included, right? If that's the case, it seems like they're just performing "WWE" (fake fighting) to appease public sentiment and don't actually mean it.
Once things quiet down, the current system will be maintained lol
