Weren't preferred shares not tradable during pre-market sessions before?

Pre-market sessions don't seem to work even now, but preferred shares are tradable during the next session. If everything except ETFs becomes tradable, then the 15:30 closing price has become meaningless now.
Even on Naver, only the KOSPI closing index is displayed, and the closing prices for individual stocks have disappeared.
