Will Japan agree to Chey Tae-won's factory joint venture?

Chey Tae-won says they are "considering establishing a Korea-Japan semiconductor joint venture"
But isn't it possible that Japan has no intention of doing it at all?
I'm worried that Chairman Chey might be getting ahead of himself when Japan isn't even interested in the deal.
Is it something that would actually tempt Japan?
