These laws don't apply to foreigners. The reality is that Chinese nationals are sweeping up all the tickets and making huge profits from scalping instead of Koreans.
It is a structure where if you regulate Koreans, Chinese nationals make the money.
Real estate is the same; because only Koreans are being regulated, foreigners are having a field day.
