Why don't Japanese amateur baseball teams play professionally in Korea?

‌Watching this baseball game,
it seems like Japanese amateur baseball players are at a higher level than most Korean professional players.
Why don't they live in Korea earning salaries in the billions of won?
Why do they live as amateur players while working as truck drivers in Japan?
