Thai food is delicious, but it doesn't seem to reach the level of Japanese food

I travel to Thailand often
and have tried many different Thai dishes,
but honestly, I feel they fall a bit short of the Japanese level.
Perhaps it's because of the limitations of being a developing nation,
but as you move toward higher-end dining, it feels like they lose out to Japan significantly.
In fact, looking at it from a global perspective,
Japan seems to be number two in the world for fine dining, right after France.
Basically, they maintain high quality so well,
and there isn't another country that consumes seafood with such variety.
