Are there any older brothers here who lived through the Kim Dae-jung and Roh Moo-hyun eras?

During the Moon Jae-in era, it was a suffocating society filled with all sorts of social censorship and regulations, but I heard that during the Kim Dae-jung and Roh Moo-hyun eras, Japanese culture was fully opened and the society was free-spirited since it was the early days of the internet.
