Isn't Vegeta actually stronger than expected in the Frieza Force?

‌Vegeta was trembling before Ginyu
and seemed to find Zarbon and Dodoria troublesome,
but his power level was 18,000 upon his first appearance.
Of course, this figure isn't enough to match the Ginyu Force, let alone Zarbon or Dodoria,
but he reaches 180,000 when transforming into a Great Ape.
At that level, he's practically peerless except for Frieza himself.
