Do insurance premiums increase significantly from age 70?

My father just turned 70 this year, and he asked me to look into renewing his auto insurance.
When I checked the premium, it had increased by more than 30% compared to previous years..
He hasn't had any accidents, but I heard that a surcharge is applied starting from age 70..
He doesn't even drive that much, so it feels like a waste to pay nearly 1 million KRW a year.
Even when looking into Carrot Mileage insurance, the monthly payments are quite high. T_T
