People thought the exchange rate plunged because of Hynix ADRs,
but it turns out
the government handled the Hynix ADR dollar payments
over-the-counter (OTC).
They were afraid that selling on the market would cause the exchange rate to crash too hard,
so if this report is correct,
it wasn't the Hynix ADRs that caused the exchange rate to plunge.
There must have been some other influence.
