If they want to change it, they should either abolish the Cell Cap entirely
or implement the Cell Cap properly to balance competitive strength and boost league popularity.
The initial regulations were weird, and the subsequent changes were also strange;
it's a bizarre system where controversy arises every single time a rule is created or modified.
Top teams, who are already heavily padded with concessions, have an advantage in sweeping up prospects,
while the structure forces bottom teams to simply fill slots as permanent underdogs.
