Inquiry regarding US export duties (MPF/HMF) and FTA Certificate of Origin exemptions

Hello. I am planning to export products such as microscopes to the United States, and it seems that customs-related costs—including general duties, reciprocal duties, MPF, and HMF—are higher than when exporting to other countries. Among these, I am wondering if the MPF fee can be exempted by submitting an FTA Certificate of Origin.
