Preferring the metropolitan area is simply human instinct

Unless it is a special case like the US, where the capital holds no special significance and metropolitan areas are scattered everywhere,
people in every other country also prefer living in the metropolitan area.
It is not because people are inherently wicked; it is just human instinct.
Because the metropolitan area has more jobs, infrastructure, information, opportunities, and networks.
Policies should be designed by acknowledging human desires, but because they fail to do so, regional balanced development policies have become a mess.
Because even people living in regional areas want to live in the best city within that region, not in the middle of nowhere lol
