'Phenomenon', which the government is promoting to create a world-class K-pop awards ceremony.
Not long ago, opposition lawmaker Bae Hyun-jin clashed with singer and chairperson Park Jin-young, who is pushing for it.
Today, he faced off against Hwang Kyo-ik, President of the Korea Culture and Tourism Institute.
Allegations have been raised that the institute made faulty estimates; reporter Kang Bo-in reports the details.

"There was media promotion claiming the economic effect of Phenomenon would be over 1 trillion won. This was provided by the Korea Culture and Tourism Institute, correct?"
[Hwang Kyo-ik / President of Korea Culture and Tourism Institute]
"Yes, that is correct."
During the Culture, Sports and Tourism Committee's audit, the opposition raised suspicions that the Korea Culture and Tourism Institute "estimated the economic effect of Phenomenon with a predetermined answer."

"The contract to conduct the research project was signed on the 14th. However, on the 13th, the Korea Culture and Tourism Institute had already privately sent a result to the organizing committee stating that an economic effect of 1 trillion won is expected."
This means that the results—520,000 attendees and an expected economic effect of 1 trillion won—were out even before the research project had begun.

"Are you promoting it as 1 trillion won even though the research isn't even finished?"
[Hwang Kyo-ik / President of Korea Culture and Tourism Institute]
"That is because we provided it as basic data for the planning being done by the organizing committee..."
[Bae Hyun-jin / People Power Party Lawmaker]
"Do you realize you are making nonsensical and inconsistent statements right now?"
[Hwang Kyo-ik / President of Korea Culture and Tourism Institute]
"Please check the report when it comes out on November 11th."
