I saw the CCTV of Park We, and he did fall quite dangerously.

Some people are saying he should have been wearing a wheelchair safety belt,
but if he had been wearing one, it feels like he might have fallen over along with the wheelchair.
Someone mentioned he should have leaned backward, but the slope wasn't quite that steep.
Also, to lean back like that, someone would have had to hold him and help him down.
