Is Nimman Haemin in Chiang Mai a good area for nightlife?

I want to stay somewhere where I can enjoy the dazzling neon lights.
It would also be great if the transportation is convenient.
Is this price cheap for a female-only accommodation?
Since it's not a private room, is this considered expensive?
