According to the results of a regular audit of the Supreme Court released by the Board of Audit and Inspection on the 31st, the CAO purchased more computers, printers, and scanners than the projected demand between 2022 and 2025, managing them as spare parts. Computing equipment is typically purchased in bulk by the CAO and then distributed to courts of various levels and affiliated institutions.
The CAO's demand forecasting for supplies was inadequate. For example, while the number of aging computers scheduled for replacement during that period was 12,663, the CAO purchased 24,664 units—12,401 more than necessary. The budget for this alone amounted to 26.04 billion won. Consequently, 6,131 new computers that could not be replaced immediately were sent to storage. The Board of Audit and Inspection pointed out, “There were no standards for calculating spare parts, and the grounds for purchase in the procurement plan were unclear.” In one instance, the Seongnam Branch of the Suwon District Court was already managing 111 computers as spares, yet the CAO provided an additional 151 units last year. Regarding printers, an excessive amount was purchased over the three-year period from 2023 to 2025 for the purpose of exhausting the budget, resulting in 2,938 units being kept as spares as of the end of last year.
