Smoking while providing designated driver services in the Seoul metropolitan area

A friend of mine works as a designated driver in the Seoul metropolitan area.
He says that while he is driving, customers sometimes smoke without even asking if it's okay.
Is this a common culture here?
He said he never experienced anything like this when he worked in Busan, and he was surprised that there are so many people like that specifically in the metropolitan area..
