I'm starting to think Chun Doo-hwan was right.

There used to be a regulation called protective custody where, even after a sentence was completed, if there was a possibility of recidivism, the individual would be confined in a protective custody facility.

It was abolished during the Roh Moo-hyun administration, but I'm starting to think it should be reinstated.
