Why is abusing a cat punished as animal cruelty?

There is no punishment for stepping on and killing creatures like cockroaches, rats, or moles.
Why is it that doing the same to animals like dogs or cats results in punishment?
Doesn't this seem quite inconsistent in terms of fairness?
