Isn't Incheon now the second city?

Some people compare Yokohama and Osaka in Japan. However, rankings should be based on economic scale, not population. Although Osaka has a smaller population than Yokohama, Osaka clearly holds the upper hand in terms of economic scale.
The same applies to Incheon and Busan. Although Incheon has a smaller population than Busan, it has already surpassed Busan in economic scale and all other indicators. I think the Yokohama-Osaka analogy is getting old now.
