What percentage of people earn less than 2 million won per month?

Recipients of basic livelihood security, people with disabilities, and the near-poverty group have almost nothing to earn. I heard there are plenty of taxi drivers and self-employed individuals who earn less than 2 million won a month. Would that account for about 15% of the population?
