What is this place called the National Institute of Fisheries Science?

Since it is a national institute, shouldn't it be a credible organization?
It took over 20 days just to identify a single shark species,
and they claim a wound on its snout is nothing serious—is that even true?
It feels like there are almost no experts regarding marine animals in Korea.
It seems like conducting research there requires heavy equipment and costs a lot of money.
The media would be better off contacting National Geographic to attempt an interview.
