Looking at the Democratic Party's retreat on real estate policy, it seems they are conscious of the Seoul mayoral by-election

It seems they are retreating to the point of near surrender.
Then again, if they had pushed forward like this,
they would have been thoroughly abandoned in the Seoul region during the by-election and the general election.
It appears they have surrendered from a standpoint of political engineering.
