What are Incoterms and who publishes them?

Incoterms are standardised three-letter trade terms published by the International Chamber of Commerce. They allocate transport costs, insurance duties, clearance obligations and the point at which risk passes. They are contractual rules, not law, so they apply because the parties incorporate them.
