Why do people from Busan look down on Seoul and Incheon?

Seoul: They say foreigners hate it because there's no ocean and it's too close to North Korea, or that it's a living hell and hard to live in.
Incheon: Bad fine dust, poor natural environment, lots of Chinese people, etc.
