Lending a debit card to a close friend?

For example...
There is a debit card that offers a 100% refund on public transportation expenses.
I haven't used public transportation for more than 10 years, and I don't think I will in the future.
Since it's a debit card, I'll only keep less than 100,000 KRW in it every month, so there's no financial risk.
A friend of mine spends about 70,000 KRW a month on public transportation, and if I lend them the card, they could save that money.
The friend knows I have such a card, but they have never asked to borrow it.
In this situation, do you think most people would lend it, or would most people choose not to lend it even though it's not a loss?
