Why are they targeting rural farmland???

It's not like we're living in an era of large-scale farming, and most of these lands are likely inherited by families.
I don't understand why they are labeling people as speculators just to try and buy them up from the government at bargain prices lol.
If it were a good location, trading would be active, but
where else are you supposed to find massive amounts of farmers???
Are they saying we shouldn't buy in Seoul because it's too expensive and should just go farm instead??
