Is rent in the provinces expensive, or is rent in Seoul cheap?

If you compare rent in the provinces to Seoul, there isn't a huge difference.

Even when comparing them individually, whether it's commercial spaces or studio apartments, the rent isn't that different. Of course, there are places in the provinces where rent is incredibly cheap, but those are areas where the neighborhood itself has already collapsed.
In places where it is actually livable or viable to run a business, the rent isn't much different from Seoul when you look at it.
In fact, in provincial areas where the government provides rent support or where large corporations are located, the rent is more expensive than most places in Seoul.
This is why the cost of living in the provinces is similar to Seoul. Why on earth is rent in the provinces so expensive? Looking at this, it makes me wonder if Seoul housing prices should rise even more and provincial real estate should crash even harder.
