Can't KEPCO employees just advance five years' worth of their salaries to build the plant?

Right now, they are saying they have too much debt, so they are demanding Samsung Electronics prepay 25 trillion won, which is five years' worth of electricity bills.
The annual salary for KEPCO affiliates is 5 trillion won, so why can't they just prepay 25 trillion won, which is five years' worth of salaries?
Couldn't they just pay back the original salary in five years with the government bond rate plus an alpha?
They could just return their own salaries; why are they trying to extort money from private companies?
