I confronted a woman taking discarded trash bags, and here is what happened...

There is a woman in my neighborhood who pulls a handcart around and just takes entire bags of discarded trash (incineration type) left by buildings.
I've seen her do this several times, and I thought to myself that I should ask her about it the next time I saw her. She showed up today, so I followed her and caught up with her.
When I asked why she was taking the trash bags, she said it was because she had something to use.
So I asked, "But that's discarded trash, what could you possibly use it for?" but she refused to answer.
I tried to soothe her by saying, "It's okay, you can tell me," but she still wouldn't say anything lol.
She just kept saying she had something to use...
I mentioned that those bags might contain private items, but she denied that and hurriedly left the scene.
I honestly don't understand why she's taking those piles of trash; she's going to have to open them and rummage through them anyway. I really see some strange people...
