Are graduates of the Police University and Police Cadets considered equal in terms of promotion?

They are what you would call the "elites" of the police force.
Are these two groups 100% equal when it comes to promotion?
Or is there a distinction between them?
Similar to the "carrier" and "semi-carrier" distinction in Japan?
