Where would be a good place for an overseas trip with a family of three (24 months old)?

Since the baby is so young, most of our trip will likely consist of "hocance" (hotel vacations). Which budget-friendly destinations have good resorts?
People are suggesting Guam, but I'm wondering if it's worth it if we are only staying at the resort.
I would appreciate it if you could also recommend specific resorts at your destination.
