Nighttime signage distracting drivers

Has anyone ever filed a civil complaint?
On my way home from work, at an intersection where I wait for the light,
there is a shop sign that has been left with a blinking light
for about a year now.
Since that sign is directly in my line of sight while waiting for the signal,
it is quite distracting.
Out of dozens of shop signs in the area, only that one is blinking.
I filed a complaint with the district office, but I'm not sure if it will be resolved.
