Why do National Assembly members with personal drivers drink and drive?

There is only one reason why those bastards with personal drivers drink and drive:
It is only when there is a woman involved.
They go to some shady host bar, get wasted, call a woman over, and then either head to the Yeouido riverside park or try to hook up at a hotel—would they really make their personal driver do that?
They can't even call a designated driver...
Isn't that exactly why Kim Ho-joong did that? He took a driver home after drinking, but then drove himself while intoxicated because he wanted to go somewhere else?
