Do ordinary people have an "obligation" to help people with disabilities?

Government agencies must, of course, establish various institutional mechanisms so that people with disabilities can lead their daily lives. There is no need to even mention that.
While helping a person with a disability passing by can be done as a "favor" from an ordinary person, it cannot be seen as an "obligation," right?
It is just that, occasionally, some people with disabilities don't seem to feel grateful when they receive help, but rather take it for granted.
