Even working at a company like Samsung, they break the law for pocket change

I truly don't understand this.
They say they get 700,000 KRW in monthly rent subsidies.
Rent in that area of Pyeongtaek is probably only 500,000 to 600,000 KRW a month at most.
So, does that mean they committed a crime just to make a measly 100,000 to 200,000 KRW in extra pocket money per month?
Even setting aside this recent performance bonus, they must be people who receive decent monthly salaries normally.
I just don't get it.
