There are too many civil servants
There is no way they would support reforms that threaten their livelihoods
If that group unites and becomes a political force
It becomes difficult to take power
Korea is also following in those footsteps with a super-sized budget
It is the most modern form of vote-buying,
exchanging votes for budget allocations
In the US, the business community naturally lobbies
and takes their spoils
But while the business community's spoils are one-off,
budget increases like that are areas where money is spent until the country goes bankrupt
