Inquiry regarding the characteristics and limitations of Mongolia's existing Customs Administration Management System (GAMS)

I understand that in 2010, KTNET established the cargo management, import/export customs clearance, Data Warehouse (DW), Risk Management (RM), and internet customs clearance portal systems in Mongolia. I am curious about the characteristics of the previous Customs Administration Management System (GAMS)—the CS-based system—that Mongolia used before that, and specifically what limitations they encountered that led them to adopt South Korea's electronic customs clearance system.
