Dangerous Goods Determination and Transportation for Cream Cosmetics Containing 5-10% Ethanol

I am inquiring about the determination of dangerous goods status and the transportation of cosmetics for export. The product is a cream-type cosmetic containing approximately 5-10% ethanol, and the flash point was confirmed to be 55°C during testing. Should this item be classified and transported as dangerous goods? Additionally, if we declare it as UN1170 Ethanol solution and include the text regarding Special Provision A58 ("Not restricted as per Special Provision A58 that an aqueous solution containing 24% or less alcohol by volume is not subject to IATA DGR"), would it be possible to transport it as non-dangerous goods? Purified water makes up about 50-70% of the formulation. Lastly, I would like to know if this information applies only to air transport or if it also applies to sea freight.
