You could say Son Heung-min is close to world-class, but

To call him world-class,
he hasn't won the league
or the Champions League,
he hasn't played for clubs like Leverkusen, Bayern, or Man City,
and he has never won the Ballon d'Or.
While he is certainly an outstanding player, I don't think he is at the absolute top level in the world.
