It seems Heo Jin-ho wanted to say that Moon Se-gwang was not instigated by North Korea

Whether it was Park Chung-hee, someone high up in the KCIA, or a foreign or third-party power, he seemed to be trying to emphasize that it wasn't Moon Se-gwang and that Moon Se-gwang hadn't received instigation from North Korea, but he looks flustered because the backlash is hitting the wrong target.
Wouldn't that director have just thrown out some bait and let people think for themselves, whether it was Park Chung-hee or a third party who did the killing..? Given the director's personality, he seems like the type who wouldn't think that level of distortion is a big deal and would just consider it literary imagination. lol
