I'm 25 years old, but every time I buy cigarettes at a convenience store, they ask if I'm a minor

Do I just look really young? I'm actually in my 3rd year of reserve forces training, but I've heard that several times this year... ㄷㄷ
The shop owners are mostly older people, so I'm not sure if that's why.
