More people seem unaware of suspension of indictment than I thought

To put it simply,
the prosecutor acknowledges the person's guilt, but
after considering everything (the person's attitude of reflection, age, the severity of the crime, circumstances, etc.), decides not to take the case to trial.
It basically ends at the prosecutor's level.
