Justice Minister nominee Kim Seung-won fined 700,000 KRW for drunk driving

Drunk driving fines are usually at the level of license revocation or suspension.
They say he paid 700,000 KRW in 2008, so it must have been at least a license suspension.
And the punishment was only 700,000 KRW?
I remember a friend of mine being a first-time offender back then with a blood alcohol content that warranted a suspension, but after pleading for leniency, he ended up paying a fine of 1.5 million KRW.
No matter if he was a sitting judge at the same Suwon District Court,
a 700,000 KRW fine in a summary trial for drunk driving is a joke.
Instead of getting cursed out like the People Power Party, they might as well have embezzled 7 billion KRW; is the Democratic Party really being humiliated for a mere 700,000 KRW?
