Are noise-canceling headphones worth buying?

I've used noise-canceling earbuds a lot,
but I just can't bring myself to wear headphones outside.
I've been avoiding them because of the "seaweed flakes" (earwax/debris) issue,
but I'm tempted when I think about the noise-canceling performance.
