To anyone familiar with the Yellow Envelope Law—can't the prime contractor just refuse to comply with demands?

The Yellow Envelope Law is about subcontractors or subsidiaries being able to designate the prime contractor and demand collective bargaining, right?
But what if the prime contractor says,
"Fine, we'll make a hundred concessions and admit that we are your actual prime contractor... so we'll come to the bargaining table"...
And then, once they show up to negotiate, they just take a "we have no money, do what you want" attitude and refuse to grant a single demand?
If they show up to negotiate and admit they are the actual prime contractor, but simply claim they don't have the funds to improve working conditions for the subsidiaries or subcontractors,
wouldn't that be enough just by having the negotiation itself?
