Whether an MSDS with inhalation toxicity components classifies as dangerous goods

I have an inquiry regarding an MSDS. Based on the attached MSDS (related to Lithium-ion battery cathode material (NCM)), the shipper claims it is non-dangerous goods according to Section 14 (Transport Information). However, since toxicity is indicated in items A and B of Section 2, I suspect it might actually be classified as dangerous goods. Since the word 'Danger' is also written in Section 2, it seems difficult to proceed as general cargo. Please verify if the MSDS has been properly prepared based on the non-dangerous goods standard.
