Laptop fan noise + electric fan noise is around 55-60dB; could this be considered inter-floor noise?

This is in an apartment, and I keep hearing sounds of people from upstairs complaining. I have schizophrenia, so I can't tell if it's an auditory hallucination or if they are actually making noise. I looked it up and saw that a TV is around 70dB; is it possible for this sound to reach the floor above me??
