Why are there so many CCTVs in London, UK? I'm surprised to hear there are more than in Seoul

‌Western societies are individualistic and value freedom,
but I was surprised to hear that the number of CCTVs in London, UK, is higher than in Seoul.
I thought Korea was a country with so many CCTVs that people say thieves can't even commit crimes there. Wow.
